3. OPEN AIR BURNING 3.1.1 3.1.2 Except as provided in this Part no person shall at any time light, ignite, start or maintain any outdoor fire of any kind. An Officer may at any time issue.a permit for the outdoor burning, in daylight hours only, of agricultural organic materials generated on site on properties zoned A-l (Agricultural), provided that no such permit shall, for any property, be dasued for a period of time longer than six months. All permits issued pursuant to this Part shall be subject to such conditions, restrictions, and provisions as the Officer may consider necesaary to incorporate therein. Without limitation, the permit may regulate: (a) the location of a fire; | (b) the dates and times a fire may be maintained; (c) the maximum area occupied by a fire; (d) the materiale to be burned in a fire; (e) precautions to be taken in connection with the fire. No person to whom a'burning permit has been issued shall use trade waste, tires, oll, tar, asphalt, shingles, battery boxes, plastic materials, or any similar, material which may produce heavy black smoke, on or in any fire. Article 3.1.1 does not apply in residential zones to confined fires under 0.5 square metre in area, used for cooking food in grills and barbecues. Every person to whom a burning permit has been issued or who burns outdoors under the provisions of Articles 3.1.2 and 3.1.5 of this Bylaw shall place a competent person in charge of such fire at all times and shall provide that person with sufficient equipment to nrevent the fire from getting beyond control or causing damage. or becoming dangerous. At any time an Officer may on account of hazardous fire conditions cancel or suspend for such time as is specified in the order, all or any permits issued pursuant to this Bylaw, or may impose. further conditions and restrictions. Every person who starts any outdoor fire, or fails toe extinguish any outdoor fire on premises occupied by that person whether such fire was atarted under a permit or not, shall be responsible for such fire and shall be liable for ail expenses incurred by the City in controlling and extinguishing such fire if it becomes out of control. y &
