V3C 2A8 November 17, 1980 Mayor and Council]; Re: Skagit Valley The ROSS Committee, a coalition of outdoor groups, has been successfully fighting the proposed flooding of the Skagit Valley for the past 11 years. Your municipality, along with many others in the lower mainland and through- out the Province, has supported our position in the past. We are now asking for your assistance again. The B.C. Government has requested the International Joint Commission to rescind its 1942 Order which gave Seattle City Light the right to raise Ross Dam and flood the Skagit. B.C. is also asking the IJC to declare invalid a 1967 agreement between B.C. and Seattle, by which B.C. would receive $34,566 per year as compensation. The IJC is calling for statements from governments and other interested parties, supporting or opposing B.C.'s request. Any further action of the IJC, such as public hearings, will depend on the response they receive to this invitation. The deadline for receiving submissions is December 17. The Skagit Valley is the only area of its size to offer such an excellent variety of recreational activities within close proximity to lower mainland and Fraser Valley residents. It is a resource we cannot afford to lose. The enclosed brochure provides you with more details. _It is of utmost importance to demonstrate to the IJC that the people of B.C. are still adamantly opposed to the flooding of the Skagit. Statements from elected bodies will have significant impact in this regard. We therefore urge your Council to pass an immediate resolution expressing your opposition to the flooding, calling for :public hearings into the issue, and supporting the request of the Government of B.C..
