January 21st, 1980. Mrs. K. Muldoon, 34] Laurier Avenue, made a Presentation to Council stating Bylaw No. 1726 does not allow property owners to negotiate the prica of $1.00 paid for a right-of-way and suggested to Council a Proposed amendment which would state the rights of the Property owner to negotiate the price of the proposed right-of-way and allow the negotiations to be discussed in Council. Mrs. Muldoon stated the property owners object to the fact thar they were not notified {tn advance of the proposed bylaw, Mayor Laking asked the Clerk to clarify Bylaw 1726 and the Clty Clerk advised the Bylaw provides a standard form of Right-of-Way Agreement and ig in effect only if the Property owner is azreeable to the sale of the right~of-way for $1.00 and if the property owner {s not aprenable the purchase of the right-of-way must then be discussed further by the Council. Alderman Keryluk explained the procedure Followed in the passage of By-laws and advised Bylay No. 1726 was a routine bylaw and did not require a Public Hearing.
