In addition to the foregoing provision of the zoning by~law Council have a policy
adopted by resolution that involves contacting the adjacent owners in the area
and having a public hearing prior to the approval of the licence under 2. above.

The: Committee feel that it ie not necessary to contact adjacent owners and arrange
a public hearing in view of the fact that personal care use is permitted in the
zoning by~law and residents can be made aware of this provision. The Committee
recommends that the present policy be abandoned and that the applications for
licences be referred to the Health Committee and that licences be granted by Council
upon the recommendation of the Health Committee.
