November 30, 1987 /301 A Public Hearing pursuant to Section 956 of the Municipal Act Council of The Corporation of the City of Port Coquitlam was held in the "Campbel! Room", Best Western PoCo Motor Inn, 1545 Lougheed Highway, Port Coquitlam, B.C. on Monday, November 30th, 1987 at 7:30 peme His Worship Mayor L.M. Traboulay, Aidermen M.C. Farnworth, Aiderman J.J. Keryluk, G.Re Laking, WeW. Stewart and M.Re Wright in attendance. Also in attendance were City Administrator B.R. Kirk, City Clerk R.A. Freeman, Director of Community Planning W.A. Brown, City Treasurer J.G. Maitland, and City Engineer F.E. Peters. JANING PUBLIC HEARING: His Worship Mayor L.M. Traboulay advised the following proposed Bylaws wou now be considered: BL/01/87/ 11/30/01 Bylaw No. 2319: To rezone Lot 4, District Lot 380, Group One, Plan 69755, New Westminster District from RS-1 (Large Lot Residential) to CS-1 (Highway Commercial). The property is located on the Southside of Lougheed Highway at Westwood Street and would permit the construction of a commercial shopping mall on the property. Mrs. Ve Bliskis, 3228 Lancaster Street, presented a petition to Council from local residents requesting that Council restrict access to the shopping mall to Westwood Street and/or Lougheed Highway. Mrs. Neff, 3270 Fox Street, asked if this plan was the same as the one proposed several years ago, would access +o the shopping mall be from Westwood Street and would the greenbelt on Shaffsbury remain untouched. The Director of Community Planning replied that this is not the same plan offered several years ago, but variea slightly from that plan and that Shaftsbury would remain as iS. Mr. J. Making, 3250 Fox Street, who expressed concern regarding drainage for this area as Maple Creek is a small creek and they have had problems before with people blocking it up. The City Engineer replied that some of the drainage of this development would be into Maple Creek and some would be directed to the Westwood storm sewer. Mr. Sharpe, 3468 Lancaster Street, wished +o confirm that Shaftsbury Street would remain a greenbelt area. The Director of Community Planning replied that Official Community Plan shows this area remaining untouched but that in the long run there will be pressure to open this area for single family developments. Ms. Je Schmidt, 3468 Lancaster Street asked if any improvements would be made to the intersection of Lougheed Highway and Westwood Street. The Mayor replied that while there are no plans at the moment a study is being made by the Public Works Committee for the area.
