Fraser Valley Regionai Library Board Response Public Library Legislation SECOND DRAFT A White Paper for Public Review -2- May 11, 1993 PART 1 INTRODUCTORY PROVISIONS The Board is surprised and disappointed that given: (a) the strong support of the Ministry for resource sharing; (b) the continuing development of the Outlook catalogue; (c) the support for the development of InterLINK and the concept of a one card library system for the province that no mention of such initiatives and principles is made in the legislation, which would be appropriate under - Purposes of this Act. PURPOSES OF THIS ACT (b)(ii) A time limit should be established for the continued existence of Public Library Associations. PART 2 MUNICIPAL LIBRARIES HOW A MUNICIPAL LIBRARY IS ESTABLISHED (1) The Board strongly supports this change that makes the establisament of a municipal library easier by removing the need for a petition. (2) The Board is disappointed that a stronger stand has not been taken to facilitate Public Library Associations becoming municipal libraries. In principle, this clause was not changed from the present legislation. The Board feels strongly that municipalities must be given powers and encouraged to take over the library service of a Public Library Association and establish a municipal library, after consultation with the P.L..A. The Board also recommends that an establishment " grant structure with a three year phase in to support the development of P.L.A.s to municipal libraries or regional library districts be established through regulation.
