Reference is made to your letter of Dec. 13, 1983,
on the above cited subject. You. are acting on. information
which is. fallicious. No permission was ever granted’ to  -
"certain persons to dispose of silt in the Coquitiam River".

.Persons or legal entities wishing to discharge

any / material to any. stream must obtain a Waste Management

-. Branch permit subject to the routine requirements of _the
Provincial Waste Management Act (copy attached) .¥*~-

“ _If..you are truly. interested in the environmental
“problem and complexities of the industrial entities
operating along the Coquitlam River, I would be glad to
attend a meeting where we can discuss the full range of
-existing problems, progress to date, and future undertakings
aimed at restoring much of the environmental integrity. of
this river system, which has heretofore been claimed to
have been irreversibly destroyed. The Coquitlam River is a
.complex problem that has been stubbornly persistent over the
“last 25 years. There is, however, much reason to now hope
that within the next two years: this system will be virtually
restored as a stream with fish rearing capabilities.

The factual accomplishments and.progress to date
with respect to the siltation problem are intricate,
interesting, and heartening. Please give us a chance to
