boulevards were cleared to the normal standard of a City street, there would be no problem whatsoever. These hedges are planted illegally and the City could remove them to improve the visibility. If the City were to install a sidewalk along one side, the hedges would have to be removed in any case. The City would find it hard to justify installing a sidewalk out of General Revenue at this location when there are so many other deserving streets which need sidewalks. However, if the residents are prepared to support a Local Improvement: sidewalk construction, the Committee recommends that it be considered by the City. Local Improvements would cost approximately $22,000 of which the residents’ would pay about $2,000. The actual charge per property would be $27.06 per year on the side with the sidewalk or $13.86 per year on the opposite side of. the street.
