Eng., City Engineer ITEM I Re: Paving vs. Flushcoating The Public Works Committee considered a report prepared by the Works & Utilities Superintendent on the merits of paving vs. flushcoating. A copy of this report is attached. In view of the small difference in cost between paving and flushcoating and the obviously better surface and longer life that is provided by paving, the Committee recommends that flushcoating be discontinued and asphalt over-lays be used as a means of rejuvinating streets. There is no doubt that some of our existing flushcoated streets would have to have some base work done before a paved surface would be able to provide a long useful life. However, in the long run it is bound to be cheaper to do the work properly from the start rather than continuing to flushcoat every few years. If Council approves of this recommendation, the proposed 1979 Budget will reflect this approach. ITEM II Re: New Mapping of City and.New Record System The Engineer presented a report which indicated a very inefficient record system in the Engineering Department. As an example, when one subdivision is approved it is necess- ary to change the legal information on 18 different drawings. in addition to that another 15 utility records must be changed. In actual fact, all of these drawings do not get changed and therefore we have records which are inconsistent with each other. [2avee
