July 12th, 1976 During discussion of the foregoing resolution it was noted that the City had set its own guidelines for growth rate (i.e. 300 single family units per year) which was not the case in many other municipalities within the G.V.R.D. Alderman Ranger indicated, however, that he felt the setting of a true target for this area was impossible due to many external forces over which the Council has no control such as the proposed Mary Hill By~pass, a Regional Town Centre which lay or may not materialize within the City, Marathon's Mayfield Industrial Park which although it is not within the City's boundary, will have a definite effect on the growth of the City's population, the Burke Mountain development, etc. and further suggested that as the G.V.R.D. has not yet adopted the Master Plan it was impossible for the City to endorse its population target. Mayor Campbell suggested that the City of Vancouver was in fact attempting to restrict its downtown growth and thet much of the present construction had been planned as long as 5 years ago. Alderman Thompson also suggested that the G.V.R.D. was interfering with the City's growth rate proposal and in view of the statement contained in the G.V.R.D. jetier thai the targets can be "reviewed and revised annually” felt the passage of an endorsing resolution was unnecessary. Alderman Traboulay pointed out that within the present growth rate policy of the City, the City's own projected population would be approximately 36,000 in 1986 (300 s.f.d. per year for 10 years at 3 persons per dwelling = 9,000 persons plus present population 27,000 = 36,000). : SD#43-June 23/76 From School District No. 43(Coquitlam), June 23rd, 1976 advising ' ve Hyde Crk.Pool /Agmt. re joint that at the June 22nd, 1976 meeting of the Board a resolution had been i comm. on mgmt. passed to the effect that the City of Port Coquitlam be asked to open the Hyde Creek Pool Agreement in order to establish a joint committee to determine management policies, in accordance with the arbitrator's recommendation, and further that at that time the Board would request that the City agree to revising the cost-sharing formula of operation the pool. Moved by Alderman Ranger: Seconded by Alderman Mabbett: That City of Port Coquitlam and the Board of School Trustees of School District No. 43(Coquitlam) establish a joint committee to determine management policies of the Hyde Creek Pool without reopening the Hyde Creek Pool Agreement.
