Alderman Traboulay referred to businesses being operated in the City, such as mobile or in-home photographers, and he suggested that increases in business licenses should include everyone who benefits from doing business in the City; however, Acting-Mayor Alderman Laking advised that the two photographers he knows of are paying business license fees and the City Clerk commented that both are probably quite legal because they were in existence before the home occupation section of the By~law was repealed so they can continue as a non-conforming use. EEW BUSINESS: Alderman Keryluk reterred to the increase in I.C.B.C. rates announced recently, and commented he had heard on a newscast that Byron Straight, who had been hired by the Provincial Government to come up with the new insurance rates, feels they are unnecessarily high and has stated that unless they are re-adjusted downwards, he is prepared to resign, and that in view of a qualified opinion such as Mr. Straight's, he had prepared the following resolution for consideration of Council this evening: Moved by Alderman Keryluk: Seconded by Alderman Traboulay: WHEREAS the latest announced rates for auto insurance premiums in B.C. would appear to be unnecessarily high; AND WHEREAS the rates announced would have to create an extreme hardship on people at the lower end of the wage scale, minimum wage seale, those on fixed income, as well as drivers under age 25; AND WHEREAS Byron Straight, who is an authority on insurance premiums had recommended the original. average rate of 120% increase has declared that the newly announced rates are too high and that he will resign from the Board of Directors if the races are not rolled back; ERR AGA no Ea en ie pe or nn Cerne ere a
