The Districts of Coquitlam, Port Coquitlam and Port Moody have, for the past 3 years, undertaken a program of intensified ground control using student labour with remarkable success. (For example, the total gallonage used in these areas combined was only 920, of which NO Malathion was used for aerial control). It is my opinion that if such a program were extended into other areas, similar results could be achieved. However, the setting up cf such a program in other member Munici- palities would have to be undertaken between September and March, since the Manager is much too preoccupied with the work of actual mosquito control during the regular season, . The cost of maintaining effective mosquito control on Indian Land this season alone has amounted to over $9,000.00 (Approximately 3,350 acres), distributed as follows: ; Delta--- 750 acres ~-- $1987 Langley-:700 acres-~--- $1855 D.A.R.D. 700 acres---- $1855 Chilliwack 1000 acres- $2650 Maple Ridge-120 acres- $ 318 Matsqui--300 acres---- $$ 795 Kent -~--180 acres-~-- %$ 477 $9937 00 Since the Federal government has not seen fit to contribute funds to our Board for mosquito control on indian Land, yet , has approached me several times this season alone to advise and consult on mosquito control in several Reservations, it should be one of the duties of the Manager in the off season to meet with the Federal Government to try and resolve this problem. Under the present arrangement, if our Board discontinues its control program on Indian Land which borders or is included within their own Municipal boundaries, then they will suffer the consequences of the resultant adult populations. - One possible duty of the lianager in this case would be to advise each individual band (through the Department of Indian Affairs) how they can do their own mosquito control, with the Federal Government either paying the entire cost of the equipment and chemicals, or pay for these of a cost-sharing basis with the Ehinicipality. There are many areas in the Fraser Valley which are known to be extensive mosquito breedinz grounds, yet do not : have to be. These are either man-made areas (constructicn sites, svwamsy areas behind inefficient dikes or overgrown or unmaintained ditches) or permanent swampy areas which could be filled or drained in some manner, The duty of the Manager in the September to March period would be to consult with each Municinal council as to what areas could be eliminated as mosquito breeding sites by public works projects etc.,. 6. Since one of the prerequisites of any control nrogram is continued undating and modernization of control methods, chemicals and equipment, the Manager should he allowed to vis:
