trenchment of aboriginal
rights im the proposed
constitution binds the federal
government and the
provinces to refine and
elaborate those principles
once the package is
patriated from Westminster,
Indian Affairs Minister Joan
Munro said today.

“To do otherwise would be
to permit potential inequity
and arbitrariness in our
relations with natives and
this would be intolerable,”
Munro told the Commons.

Hunting and fishing righis,
forms of internal self-
government for Indians and
Inuit, and the delivery of
basic services are areas that
