It is a shocking example of the manner in which the Pear- son government is by-passing parliament,” says a statement issued last week by the national executive of the Communist Party of Canada, The statement continues: The report is, in effect, an endorsement of the policies and practises to which the Pearson government is committed, Unless there are secret clauses, it con- tains nothing which challenges or even call into question the poli- tical content of the Pearson government’s calculated sell-out of Canadian interests to the United States, For example, its suggestion that United States corporations could “license” their Canadian subsidiaries to be guided by the law of Canada in certain specific cases, in an attempt to legalize the Canadian government’s aequiescence in the systematic denial of Canadian sovereignty by the U.S, state department. The political implications of the Heeney-Merchant report are so obvious as to suggest that they are planned to be so, The Prime Minister of Canada was invited. to Washington. In conversations with the President of the U.S.A, he agreed to a number of propo- sitions. Some of them were of such a character that it would have been risky to submit them to parliament at that time. So, two men, each of whom agrees wholeheartedly with Mr, Pearson and the President on this question, are instructed to prepare a report on it and the report is published with excep- tionally wide coverage by the press and radio, after the Cana- dian parliament has adjourned for the long summer recess, * * * It is an undisguised combina- tion of secret understandings be- tween two heads of state with Madison Avenue techniques to “put across” to the Canadian people the aims agreed upon before they are subjected.to par- liamentary debate.
