Refer this application for a lounge complementary to a proposed hotel, to a public information meeting; and Do not support the application for a beer and wine store, complementary to a proposed hotel, on the subject property. The applicant is the owner and operator of a restaurant at the subject property. He is proposing to further develop the property, to accomodate a full service 20 room hotel complete with a 100 foot restaurant, a 65 seat lounge and a beer and wine store with 643 sq. ft. of retail floor area. The proposed expanded building generally conforms with the provisions of the CS-1, highway-commercial zone, except that a beer and wine store is a NOT a permitted use in the highway-commercial zone. DISCUSSION: The proposed development conforms with the uses permitted in the highway-commercial zone except for the beer and wine store which requires a retail zone such as C-2, C~3 or C-4. Under current policies of the Liquor Control Licensing Branch, the minimum distance between two beer and wine stores (Licensee Retail Store) where the density of population exceeds 2500 in a 3/4 of a kilometre radius, should be at least 1500 metres.
