Di Zocallo Lands RECOMMENDATION: That the Planning Committee recommend to City Council that a rezoning freeze be place on the Zocalio lands as soon as officiai notice is received the area has been excluded from the Agricultural Land Reserve. And that the rezoning freeze be maintained until subddivision contro! plan for the area is prepared and adopted as part of the Official Community Plan. And that an overall drainage pian for the area be prepared and a financing scheme to implement it be adopted before any properties are permitted to be rezone or subdivided. COMMENTS: Now that exclusion of the Zocalio lands appear to be Imminent, a number of realtors and property owners are enquiring about development of their properties. AS development interest increases, the potential for adhoc decisions permitting individual properties to be developed is also increasing. An untortunate side effect of permitting some development to proceed without an overall plan is that it makes it more difficult to provide for a rational layout for development of the area. Additionally, preapproval of some development also eliminates their contribution to installation of required services for the area. The recommendations of this report are threefold; firstly, that a rezoning freeze be introduced stopping adhoc development, This freeze entails advertising the fact that the City will not entertain applications for rezoning untii an overall! plan is prepared and refusing applications for rezoning until the plan is completed.
