Lease with Horner Developments Ltd. for Library Space, Horner Developments Ltd. have submitted a Lease document for approval by the City covering the lease of Space in his new building at Shaughnessy & Whyte. The Finance Committee has reviewed this Lease and has recommended approval, The Lease is for a three year period, commencing the Ist of June, 1976 and includes provision for 4 - six month extensions. There is provision for Postponement of the starting date of the Lease if the premises are not ready for occupancy. The rental is in accordance with the amounts previously stated by Mr. Horner to Council, the total amount of the Lease is $44,378.65 per annum which works out to a cost of $5.26 per square foot. In addition, there is provision for maintenance of common areas, taxes, heat, light, etc. to be paid by the City and this has been estimated at $15,169.00 per annum, fox a further $1.80 per square foot, The City required some specific improvements by the Landlord, for example, a book-lift, and some office partitioning ~- these items are listed as Exhibit "'C" to the Lease. Perhaps Council would now pass a resolution authorizing the City to enter into a& Lease, the document would be referred to our Solicitor for approval and returned to Council for formal passage along with a covering By-law, Mosquito Control Programme . At the last meeting of Council a letter was received from Dr. Blatherwick, Medical Health Officer, advising that the W.1.G. Programme which had previously financed students to work on our Mosquito Control Programme, had been cancelled, He pointed out in his letter that a minimum programme could be carried out if four students could be hired, at a cost of approximately $13,000.00, in order to continue the programme of ground control and Laviciding. It was Proposed that the $13,000.00 be shared between the City and the District of Coquitlam. I questioned the Vector Control Officer, Mr. John Nelson, as to what our position would be if we were to eliminate the programme and rely entirely on our arrangements with the Mosquito Control Board which has a contract for aerial spraying.
