CORPORATION OP TEE CIA UP PORT COQUITLAN PARES & RECREATION CONNITTEE meeting of the Parks & Recreation Committee was held in the Parks & Recreation Office on January 27, 1992 at 10am. A In attendance were Alderman Nake Thompson and Alderman Nxchael Wright. Also in attendance were Larry J. Wheeler, Recreation Nanager/Deputy Director, K. Janna Taylor, Parks & Recreation Director, Bev Irvine, Area Supervisor and Alete Nclnnis, Program Coordinator. Item No. I O.A.P.O. The Parks & Recreation Director led the discussion srith a of a letter received from an O.A.P.O. member in regards to copy the annual O.A.P.O. breakfast. Bev Irvine then outlined the history of the relationship of the O.A.P.O., the Wilson Centre Advisory Board and the Parks & Recreation Department. A package was presented to the Committee outlining the history of the various issues. In 1990 the City outlined to the O.A.P.O. various issues in regards to the use of the Wilson Centre. Since that time, the O.A.P.O. still is in the opinion that the Wilson Centre should be theirs to operate. The most recent situation is a letter from the O.A.P.O. to the Wilson Centre Advisor'y Board in regards to representation on the Board. A ~eply was sent to the O.A.P.O. outlining what the Wilson Centre Advisory Board was going to do. One of the issues raised was the O.A.P.O.'s annual monthly meeting and how it interferred with other programs. The staff outlined possible options for dealii g with the O.A.P.O.: a) help relocate the O.A.P.O. ovt of Wilson Centre b) leave the situation as is c) d) the O.A.P.O. would move their monthly meeting to a weekend when the facility is not in high demand they be charged a rental fee as a user group for all functions in the Wilson Centre BotL Alderman Thompson and Alderman Wright voiced their support for the recreai:ion staff at the Wilson Centre. Furthermore, the Wilson Centre is owned and operated by the City and therefore the O.A.P.O. are viewed as a user group. Recommendation a) That staff bring back a full report with recommendations on the issue of the O.A.F.O. b) That the Wilson Centre is a City facility and is operated by the City. c) That once the report had been received, a joint meeting with the O.A.P.O. and the Wilson Centre Advisory Board would be called to outline the City's policy in regards to the Wilson Centre's useage. ,JAN Item No. 2 Capital Budget — Park Equipment The Committee reviewed the report from the Parks Superintendent. Re comme~to That a report be taken to Council requesting approval to purchase: Item Ko. 3 a) Trailer: the trailer would be used by the grass crew to haul the ride-on mower and various lawn mowers — 84,000 b) Reel Mowexs: c) That monies for these pieces of equipment be taken from the Parks & Recreati.on Department's Capital Budget. these are used for formal lawns — 81,000 Boulevard Maintenance The Parks & Recreation Director reported that there were 21 sites (cul-de-sacs and boulevards) that the City parks crew maintain. The cost in 1991 to maintain these sites was 898,000. A thorough discussion took place as to possible ways of reducing such costs. Recommendatinn That the issue of boulevard maintenance be brought to Committee of Council for further discussion. Item Mo. 4 Cemetery The report from the Parks Superintendent was reviewed. )Iacpmmendation That we put 820,000 in the 1993 provisional budget to get section STG ready for burials. 3/ item Ho. 5 Proposal to Contract a Cat Walk in Arena $2 The Buckeroos wish to construct a cat walk in the area behind the penalty box in arena f/2. The purpose of the cat walk is for T.V. cameras from Roger's Cablevision to televise the game. The Buckeroos feel that their attendance at games will be improved with the games being televised. The management of the Buckeroos is prepared to pay for and construct a cat walk. Banommendatinn Item Ho. 6 a) That the Recreation Manager/Deputy Director conduct a tour with Alderman Wright and Alderman Thomp'son at the arena to view the location of the proposed cat walk. b) That the issue be brought back to the Committee before any further action is taken. History/Backgrounds The O.A.P.O. Branch //21 has communicated its concerns to the Parks and Recreation Committee regarding a perceived lack of cooperation from the City of Port Coquitiam Parks and Recreation Department staff who are responsible for the operation of the Wilson Centze. The puzsuit of these objectives shall be governed by the princinles of democracy and shall be non-partisan, non-racial and non-denominational. Services Provided by City of Port Coquitlam to the O.A.P.O. The objective 2) Historically, the City bas provided a room for the O.A.P.O. in which to hold their monthly meetings. Historically, a member of the O.A.P.O. has been invited to attenc an Advisory Board meeting once per year. O.A.P.O. members use centre island and two counters in kitchen to prepare their own refreshments for the meeting. They use Vilson Centre cresmers for their coffee. They use dishwasher for cIean up following the meetica. On occasion, we have provided coffee when they run out. Vilson Centre staff are available to respond to alI O.A.P.O. needs and requests (i.e. phone and order their coffee cup inserts and arrange delivery to ViIson Centre and then pass on the cheque to the delivery man). Pass on personal and postal mail to O.A.P.O. executive and members. Occasionally phon bakery to confirm their order and delivery. Accept payments for the O.A.P.O. membezs for trips, membership, lottery sales, concert etc. and then pass on to the appropriare O.A.P.O. executive member. Provide 2 large cupboards for O.A.P.O. Branch /t21 storage. Provide bulletin board space. Ve type and put O.A.P.O. news in the Vilson Centre newsletter. Prior to the O.A.PRO. obtaining their own copier last year we provided 250 copies oz their trip List every year. Vilsou Centre staff and the greetings committee promote the O.A.P.O. to new members who register for Vilson Centre. City provides use of and sets up for the O.A.P.O. annual seniors picnic in arena or lions Park.. Wilson Centre staff decorate Wilson Centre early for Christmas to be ready for the O.A.P.O. Christmas dinner. 3) Program Implications Resulting from Providing Service to O.A.P.O. Branch 821 The following items summarize some of the program implications resulting from the use of the Wilson Centre by the O.A.P.O. Branch 821. Please nore that although some of these items seem small and unnoteworthy, the impact of each item is multiplied as a result of the population we are working with. Once a month we don't program Thursday morning one program to accommodate 1/2 of O.A.P.O. set up. Once a month cancel two programs in afternoon to accommodate O.A.P.O. meetings. Wilson Centre stafi remain a ter hours to secure facility on meeting days as the O.A.P.O. meetings often run lare. This also makes clean up and preparations difficult for evenin programs. Zn paar. we have not programmed bus trips at all in order not to dunlicate the O.A.P.O. bus trips service. However our membership has incr ased so much that we are now being asked to provide this service as many of our memoers are not members of the O.A.P.O. When programming our trips we tzy to avoid conflictirg dates and locations. The Advisory Board has not sold senior lottery tickets to raise funds as they do not want to limit this fund raising opportunity from the O.A.P.O. 4) Over the years the O.A.P.O. Branch 21 has provided some assistance to the Wilson Centre. This support is ourlined below: Donated 5500 to expansion fund which was used towards the purchase of the 54,400 bingo machine. Donated 75 bi,ngo cards to Wilson Centre in 1985. Allow Wilson Centre to announce upcoming events at their meeting when time at their meetings permits. Allow Wilson Centre members to attend their annual picnic. Staff reduction was one of the main things which affected the quality and service all user groups were accustomed to. At the time we were advised that there was a re-alignment of staff and the service that all user groups were accustomed to would improve. Well it is now January and while some things have improved (ie. staff) we still seem to have some problems. Ny main concern is that with our upcoming 15th Annual Bantam International Tournament and other use groups hosting National and Provincial events that we have the following concerns At the ractif ied. 1) 2) 3) 4) 5) 6) 7) Holes in mats in player benches and walkways. Lights out in referees room (since November. Lights out in lobby areas. Lights out in dressing rooms Showers not wo rking properly. Tiles missing in showers.
