The travel issue arose in response to a request from Roger Leclerc, a member of the Tourism and Economie Advisory Commission, for travel expenses to Vancouver. A letter from the mayor of Sacramen- to, Calif., requested en- dorsement for the nomination of Mayor Motoshimi of Nagasaki and Mayor Araki of Hiroshima to the 1986 Beyond War world peace aword, The letter ex- plained that Beyond War is a U,S,-based peace and disarmament organization, and that the mayors of the two Japanese cities deserve the award for convening the first World Con- ference of Mayors for Peace last year. Council endorsed the nomina- tion. Council members were also notified that a Centennial Peace Festival will be held in Vancouver during the week of April 24. A let- ter from the office of Vancouver Mayor Mike Harcourt detailed scheduled activities for the festival and indicated that speakers at the con- ference will include economist John Kenneth Galbraith and Stephen Lewis, Canadian am- bassador to the United Nationa. Break-ins to four businesses and 10 residences occurred, three stolen vehicles were reported, and 15 occa- sions of thefts from vehicles were in- vestigated. Shoplifting incidents totalled 23, and 24 reports of theft under $200 were received. A delegation of residents from the 4700 block Davis St. appealed to Terrace council at the March 24 meeting to have their street paved. Spokesman Ron Gard- ner described the condi- tion of the street as ‘‘ter- rible’, citing rough sur- face and drainage pro- blems which cause water to pool at both ends of the block. Mayor Jack Talstra suggested that a Local Improvement Project (LIP) would be ap- propriate for the area. Ald. Bob Jackman pointed out, however, that one of the property owners on the block lives out of town, a cir- cumstance which could prevent endorsement of the LIP. | A LIP arrangement would specify that the cost of paving be borne by property owners who have lots fronting on the street. Granting of the | LIP requires the consent of all property owners involved, and the ex- pense is realized through added taxation over a period of twenty years. The request was refer- red by council to the Public Works with the direction that all possible effort be made to secure the LIP. *** * Residents of the 4900 block Park Ave, and the 3300 block Kenney St. are contesting applica- tion for a temporary in- dustrial use permit of a lot in their area. At the March 24 meeting, Terrace council members examined a report from a_ recent public hearing held to discuss the application. The permit is being re- quested by the B.C. Building Corp. to allow them to demolish several houses on a residential lot they own and replace the houses with a triple- wide modular building. The lot is used as a maintenance yard for the Ministry of Highways and that usage would continue under the terms of the permit. The Ministry of Highways used the lot as an assembly point for work crews prior to the area being zoned residential and has legal non- conforming status in the matter. BCBC represen- tatives have expressed the intent to eventually move the operation to a location in Thornhill but indicate that the move will not be possible in the immediate future. Area residents have contended that the Ministry of Highways usage of the lot is inap- propriate, and they have petitioned council to either deny the permit or reduce the period of time allowed in the terms of the permit. Council referred the report to the Planning and Economic Develop- ment Commission, with the recommendation that one further meeting be arranged with BCBC in an attempt to bring the matter to a satisfactory conclusion.
