Discarding the tender bid from Junction Engineering which we find unreasonably high,
the bid from Kingston Construction may look more acceptable. It is very difficult to estimate
unit costs on jobs with relatively small quantities where actual costs divided into individual unit
cost become unusually high. In our cost estimate several items were underestimated due to’ this

difficulty.

The tender bid sum also includes a contingency allowance of $2,000.00 which could be
deducted.

From technical point of view and from our past experience we can recommend Kingston
Construction for their quality of work and delivery of project within agreed tire schedule.

If additional! funds can be found, our recommendation would be to accept the tender bid
from Kingston Construction.

We trust this letter provides the information you are seeking. We look forward to
working with you on this interesting project. In the meantime, we are prepared to answer any
questions which may arise from this tender bid.
