Objectives: The objectives of the Development Area Permit are: i. To facilitate the orderly development of the area and to encourage coordination of the siting, form and volume of new commercial and residential buildings and their areas for parking, storage and landscaping. To control the interface between multi-family and commercial development and the interface between multi-family and/or commercial development and other land uses in the area, by implementing adequate buffering between the land uses and regulating the fcSoportion of che commercial and multi-family residential structures. Guidelines: i. Character of Buildings: All buildings, structures, and expansion or additions thereto shall be architecturally coordinated and should be planned in a comprehensive manner, giving consideration to the relationship between buildings and open areas, efficiency of the circulation systems, visual impact and design compatibility with the surrounding developments. Planning of all buildings subject to Development Permits shall be made with due consideration to the relation between building height, site coverage, yard setbacks and in relation to surrounding properties and streets. Townhouses or apartments shall not back onto public roads. Any fencing along public roads must provide for direct pedestrian access to the residential units by the provision of appropriately designed gates. Siting and Accesses: Where possible vehicular access to iulti-family developments siouid be achieved from a side road or rear lane. Parking for commercial developments facing Dominion Avenue will not be permitted on the yards facing Dominion Avenue. Where parking is located in a yard facing a road, appropriate landscaping shall be provided to soften the visual impact of the parking area from the road.
