Moved by Alderman Keryluk: Seconded by Alderman Thompson: That the recommendation of the Building & Protection Committee as set forth in a report from the Senior Building Inspector, November 27th, 1975, that the plumbing permit rates in the City's Building & Plumbing Code Administration By-law be increased from $4.00 for the installation of one fixture; $3.50 for each additional fixture up to ten; and $3.00 for each additional fixture over ten to $6.00 a fixture up to ten and $5.50 a fixture thereafter, be approved. Carried. Alderman Mabbett voted against the resolution. Prior to passage of the foregoing resolution, Alderman Thompson stated he would assume there is a deficit in this fund area, and he inquired of the Senior Building Inspector as to the actual cost. The Senior Building Inspector a‘vised that it is difficult to determine the cost since this depends on the volume in the coming year; however, if the growth is the same as it is presently, the City may possibly 'break even’ with the new rates. Alderman Thompson commented that a proposed increase in rates is usually referred to the Finance Committee and Alderman Keryluk stated he would have no objection to a review by the Finance Committee. Alderman Mabbett stated his understanding of the proposal to be that it costs more to inspect for plumbing; however, he queried if plumbing was not just part of a series of inspections normally done all at one time. The Senior Building Inspector advised that at the present time about 14 separate inspections are made on a house because if every aspect was inspected at one Stage, it would constitute a hardship for some builders, Alderman Mabbett Suggested that the proposal be reviewed by the Finance Committee since the increase will be about 507 and does not follow any set of guidelines discussed in preliminary talks on budget.
