Date set for casino debate TERRACE residents will get their say on whether they want a casino here in late March. The city will hold public hearings from Mar. 20-21 on the issue, A decision on whether to open up the city to either a community or destination casino would follow on Mar. 25, said chief administrative officer Ron Poole. Councillor David Hull said it will be a formally run public hearing, with speakers required to book in ad- vance and then assigned specific speaking times. Poole said the hearing and deci- sion are being delayed for several weeks because haif of council will be vacationing in warmer climes. Ron Vanderlee is planning to po to the Dominican Republic, and Marylin Davies and Val George are planning vacations to New Zealand. Poole said he wants all council- lors present for the decision. Local resident Daryl Anaka said he will oppose a casino here. He told council last week about 7.8 per cent of the population tend ta be problem gamblers, adding a casi- no here will lead to hundreds of cases of local gambling addiction. Family breakdown, crime and fi- nancial troubles all increase when a casino comes to a town, he said. The issue arose after Best West- ern Terrace Inn owner John Georgi- las last month proposed an $8 mil- lion destination casino and confer- ence centre. Cabinet said it wouldn’t approve new destination casinos — which channel more gaming profits to local municipalities — but said they may allow relocation of some community casinos from towns where slot ma- chines are presently banned, Georgilas came back with a sca- led-down $6 million proposal for a community casino alone. Council gave first readings to a bylaw Jan. 28 that would lift the city’s four-year-old ban on slot ma- chines and video lottery terminals on properties where council approves a communily or destination casino. The wording of the bylaw leaves open the possibility of a destination “gasino, in case Victoria relents. It also doesn’t specifically name the Best Western proposal, meaning other developers could propose a ca- sino here.
