an AB - The Terrace Standard, Wednesday, January 10, 2001 Propane firm to challen Safety prompts council to say no DEL’S PROPANE says it will sue the city for refusing to approve the installation of its 30,000-gallon propane tank downtown, The Kamloops-based company opened in Terrace this fall and began selling propane to client until the city decided a develop- ment permil was required, Council had initially given ap- proval ~ on condition Del’s set up a fire-suppression system to handle any propane accident. But on Dec. 11, council re- versed that decision and withdrew approval. It cited public safety cancerns because of the proximity of the tank at Hwy 16 and Eby St. Buckle up rate @ lags province BRITISH Columbians are not wearing their seat belts as much now as they have in the past, says a recent study done by Transport Canada. The rate dropped from 92 per cent in 1998 to 89 per cent this year, The numbers are even lower in and interior of the province, The Transport Canada survey shows that the seat belt wearing rate in this region is the low- est in the province at 72.0 per cent. That num- ber is down from 77.8 per cent in 1997. ICBC’s North/Central regional Dave Dickson works to educate the the ramifications of not buckling up. “This year in Williams Lake we've lost six people to traffic fatalities,” said Dickson. “In every single case, the deceased was not wearing a seat belt,” he said. So why aren’t residents of the region buck- ling up? “A lot of people just don’t seem to see the importance of it,” said Dickson, “People need to understand what really happens to people who have been injured in to the mall, highway and emer- gency services. Councillor Val George says council rejected the permit on “a technicality” - because Del’s was unable to meet minimum setbacks from the property line — although the real issue was safety. “To have a propane tank that size located in that position next to the highway really concerned us,” George said. “It’s right across the road from our own emergency services. If anything were to hap- pen and that tank blew up it would take our emergency re- sponse services with it.” Del’s Propane general manager Dieter Gartman said the tank had the approval of the provincial gas safety branch, but was opposed by the Terrace Fire Department. the north manager public on SEATBELT use in this region i ducted by Transport Canada. “It's a bureaucratic farce as far as I'm concerned,” Gartman said. “It disappoints us greatly that they’ve just closed the door on us like that.” He said city council was able to reject the development permit because it classified the tank as a “structure”, triggering minimum setbacks that couldn’t be met. Gartman says Del's lawyers don’t believe the tank constitutes a structure and are prepared to take the matter to court to over- turn the council decision. ; He said it’s a high visibility site and ideal for the company’s entrance. into the market in this region. Del’s moved here in part be- cause it secured contracts to sup- ply propane to Skeena Cellulose’s ge city Carnaby sawmill and Prince Ru- pert pulp miil, he said. Gartman said it was logical to set up in Terrace as a centre for serving the rest of the region. He said Del’s is expanding into - areas like this to compete with Superior and ICG Propane, which are merging to form Canada’s big- gest propane dealer. Gartman said their merger - which would give the new entity 78 per cent of the Canadian pro- | pane market and a monopoly in many smaller centres ~ is not yet approved and remains the subject of ongoing hearings by the federal competition-bureau,: = -- “That was part of our overall Strategy, to go into new areas and keep everybody honest, so to speak,” Gartman said, Ota, i is the lowest in the province, according to a survey con- crashes,” he said. .informed. ICBC’s southern interior regional manager Geoff Koganow said that maintaining a focus on the issue is important to keeping the public “It is not unusual to see a seat belt wearing rate drap when there is no continued focus on the issue,” said Koganow. Though the RCMP participate in an annual seat belt campaign the issue sometimes takes the back burner to more hot-button issues, said Koganow, citing issues such as impaired driy- ity in 2001. c24 HOUR EMERGENCY TERRACE CUSTOMERS CUSTOMER SERVICES BILLING INQUIRIES MOVING or through the mail.
