IIL SATURDAY, DECEMBER 18, 1918, It may now be regarded as certainthatthe Provincial Commission on Agriculture, in its report to the Legislature, will recommend a system of loans to settlers, either by Government advances, or by guaranteed loans. The Miner has consistently advocated legisla- tion of this nature, as a means of securing the settlement and improvement of lands in the newer districts, and other Papers throughout the Province have joined in favoring the proposal. About the only opposition we have noticed has been that of a local contemporary, whichs appeared with the argument that “Such a policy would be wrong from the foundation, It would degenerate the people and bring about the same results—financial embarrass- ment to the Province—that resulted in other countries where it hag bzen tried out.”’ Criticism from a source so evidently uninformed seems negligible, but it may not be out of place to give a few figures from New Zealand us an evidence of the erroneous nature of the statement quoted. Since 1895, New Zealand has made 27,689 loans, the average loan being $2,382.22. The total amount of loans since the inception of the system amounts to $65,961,645. 08: of this sum $31,716,645.68 has been repaid, leaving ‘$36, 244,990.62 on current loans, ‘There have been only thirty-five foreclosures in the eighteen years. There were some small losses which have been written off, and the net profits of the system amount to $2, 884,874.61, Returning from a thorough investigation of the New Zealand system, Alex. Lucas, M.L.A., chairman of the Provincial Agrieul- tural Commission, in presenting a comprehensive report to his associates, says: ‘On my trips into the country I met all classes of workingmen, small shop keepers and farmers. In the cities I interviewed the bankers, merchants, lawyers, commission men and newspaper editors; and at the Capital I interviewed the Government and Opposition members of Parliament; and during the month that I remained in New Zealand I failed to meet anyone who disapproved of the State Guaranteed Advances to farmers.
