A coroner's inquest found Mrs, O'Reilly, 39, died from brain damage due to lack of oxygen because of a defective anesthetic machine, Although a federal bureau uf medical devices was estabwished in 1974 Lo guard against unsafe devices in Canadian huspitals, health ufficials remain concerned abuut the effects uf rapidly growing medical technulogy. Dr. Al K. Dasupta, bureau directur, says there are more than 250,000 different Kinds of devices on the markel in Canada. “Su there is a tremenduus amount of concern on behalf of Uhuse whu have to use the devices, ft is alsw true there are a lot of devices on the market which simply don’t work and it’s true there are a lot which are unnecessarily hazardus.” In its last quarterly repurl, ihe health protection branch repurted 12 defective medical devices recalled or banned from sale our use from late December, 1977, to April this year. DasGupta says studies from ihe United States shuw ibat roughly 30 per cent uf medical devices in huspilals may nut be up to par. Nu such studies have been dune in Canada. We do not believe it feasible to have a govern- ment or regulatury agency testing ulher people's products and saying they are OK. Can you imagine the cost of that?” In the case «f the anesthetic machine, the device was banned for sale afier the defect was discuvered. ' Nearly 3,000 hospitals were quickly notified of the danger by the branchand the manufacturer followed suil by sending warnings lo customers abvut the machine's defect. Unforlunately fur the O'Reilly family, the machine was nol modified until after a death had uccurred, | The bureau dues nol say how a device can be im- proved and the manufac- lurer returned twice before a modified design was ac- cepted. . “It’s nul uur function to tell them because we're nol the manufacturer’s designer,” says DasGupta. “But when Tm talking with an engineer and [ know whal'’s wrong, I'm certainly not guing to say ‘I know but [ won't tell you.’” Manufacturers of about 50 classes of devices were asked to revise their labelling last year because the information was simply untrue or inadequate, Mandatory standards have been applied to a limited number of devices including condums, hearing aids and incubators which are relatively stable in design. But the bureau prefers (uv use standards sparingly, as a last resort, if there have been repeated problems with defects. “They are nul necessarily the fast instrument fur controlling the safety of a product because they freeze technology and they are expensive,” DasGupta says. With rapidly advancing medical technology and the increasing number of revised and new devices cuming out each year, the bureau alluws such products to enter Canada for what is called pre-market review.
