COUNCIL DEC 16 1985 TO: B.R. Kirk, + DATE: Dacember 11, 1985 RECOMMENDATION: The. Economic Development Committee recommends to City Couneil that the Clerk's Office be directed to prepare a resolution to participate in the Provincial government's Partners in Enterprise Programme. COMMENTS : 1) Based on the preliminary calculations of city staff it appears that participation in the programme would result in benefit to the City. The benefit is that there would be more programme grants coming into the City than tax forgone. 2) It should be noted that the recommendation of participation based on the net benefit to the City is assuming thea City will carry out the grantable activities. The activities Proposed to be carried out include; Economic Development Officer and engaging in an advertising campaign. Engaging in these activities will require that .a staff member be assigned; full time to economic development and that a budget allocation of $5,000 be made for advertising. The staff member is viewed as a fixed cost, as they are ‘already in the City’s employment. The advertising cost would be new item as the Cc ity now budgets about $1,0GO for the Economic Development Committee to carry out its work. 3) There are several options for vacant bu than 50 percent for new construction.
