Brown Director of Community Planning SUBJECT: South Pitt River Road Development Plan RECOMMENDATION: That City Council inform the study proponents that Council is not prepared to undertake a local improvement study of the south Pitt River Road vicinity until the Genstar subdivision and Mary Hill Bypass are closer to being finalized. BACKGROUND: The South Pitt River Road Study is an effort by the owners of larger properties in the area to co-ordinate their development plans. As City Council will recall, approval was granted for a ‘residential subdivision in that area as it was felt a small subdivision would not have an impact on Pitt River Road's traffic carrying capacity. © Due to the economic downturn and the opportunity to shere utility servicing costs, that development has not proceeded yet and is part of this proposed study. A second owner (of the property in the area), Mr. Hughs, approached the Planning Department to enquire about rezoning his property for a commercial use. The response given to his query was that until the future land use subdivision pattern in the area was more certain, the Planning Department could not support his proposal. Given that response and encouragement to work with the neighbours to have a study prepared, Mr. Hughs hes proceeded to organize this study. COMMENTS: As mentioned above, owners! in the area have been encouraged work together to prepare a scheme for installing utility services and for staging of subdivision. The main parameter suggested for the study was to allow each owner to work according to their own timing within an overall framework set by the plan. It still recommends that property owners continue to work together co-ordinating their plans and servicing rather than permitting a fractured piece meal development of the area. Recognizing, however, that several of the necessary pieces of information are not available, it is this report's opinion that the study can not begin yet. Consequently, this report is recommending that City Council inform the proponents that 12
