July 12th, 1976 Department at the time of considering an industrial development under Land Use Contract (north of Marshall) at an earlier date. The Planning Officer further advised that R#15/76 covers an application to rezone the entire block north of Warwick, between Brown and Taylor and would result in a 22 lot subdivision, while R#3/75 is an application in progress to which Council has previously given approval in principle, and involves a part of the block bounded by Warwick, Taylor, Langan and Brown where a 10 lot subdivision is proposed. The Planning Officer noted that upon the receipt of all three applications, a further review of the area was made and it was felt that a modified layout incorporating two of the applications (R#3/75 and R#15/76) would result in better land use, better road patterns, and better lot configurations. In speaking to the report Alderman Traboulay advised that Mr. R. Ingram of School District No. 43(Coquitlam) had attended a meeting regarding the proposed rezoning applications and a letter would be forthcoming confirming that there is adequate school accommodation in the area to support such a development as proposed. Alderman Laking suggested that the Leisure Activities Committee may wish to consider the area as one requiring future park acquisition and development. Alderman Ranger raised a question for discussion and was advised by Mayor Campbell that no further discussion could take place on the matter until the Public Information Meeting was held. Alderman Ranger then, on a point of personal privilege, suggested that his right to speak was being taken from him and he felt it was imperative that he have additional information on the subject in order that he may answer questions that may be put to him by residents of the area prior to the meeting. Moved by Alderman Ranger: Seconded by Alderman Thompson: That Alderman Ranger be allowed to ask further questions respecting the proposed rezoning applications outlined in the resolution under discussion. Carried. Mayor Campbell voted against the resolution. Alderman Ranger then requested that the Planning Officer review the Council policy with respecte to growth rate within the City on the basis of the 3 sectors of development, i.e. West Sector - that area west of Coast Meridian Road and north of the C.P.R.
