September 9th, 1974 1. The creation of a new site for Rovalve Ltd. by subdivision of the present site into two parcels. One of the parcels so created will become the new site for Rovalve Ltd. The proposed size of this parcel is approximately 1.5 acres which is below the minimum lot size of 4.5 acres for M-2 Zone under the Sub- division Control By-law. This is the reason that the request is made to de- signate this portion of the present Rovalve site a "Development Area" so that the 1.5 acre parcel can be created by subdivision. 2. Addition to the existing Rovalve industrial plant. The Committee, in its report, recommended that the parcel proposed to be @eated by subdivision as the new Rovalve site be designated a "Development Area". Alderman Laking then advised that representatives of the developer, Mr. George O'Byrne and Mr. Duncan Thomas, were in attendance, and they were then invited to speak to the proposal. Mr. O'Byrne presented a site plan of the development, and advised that the plant would consist of about a 63,000 square foot, 2-storey office building that about 155 persons would be employed initially ~ most of whom would be re-located from the parent plant ~ Ellett: Copper and Brass Ltd. in Vancouver. Mr. O'Byrne explained that Eliett Copper and Brass Ltd. is in the process of acquiring the firm Rovave Ltd., with Rovalve continuing to operate as a company, and that it is proposed to put an addi- tion on the Rovalve plant to house the other division. Mr. O'Byrne stated that the existing zoning of the property will only permit subdivision into 44 acre plots and the proposed plant is too large for that, as there are two different businesses that they would like to maintain as separate legal en- tities. Alderman Thompson stated his concern about the need for and dis- charge of water, and Mr. O'Byrne advised that the present use is about 8 million gallons per year, but with re-design of the plant, usage will be de- creased because of improved efficiency. Mr. O'Byrne further stated his firm is working with the Greater Vancouver Regional District to meet pollution standards. Alderman Traboulay inquired what kind of corporate citizens the firm was in terms of helping the Community, and Mr. O'Byrne advised that Ellett Copper and Brass has carried on a reputable business in Vancouver for about sixty years. Alderman Traboulay inquired when construction of the pro- posed plant would commence, and Mr. O'Byrne advised it is hoped to start with- in a week with the target for completion being around the end of May, 1975, and by next Fall to have everything located here. Alderman Thompson inquired as to the provision of adequate off~site servicing, and the City Engineer advised this is all in process.
