Legislation shall be developed which recognizes agriculture as an industry which provides a
fundamental survival need of human ilfe. Strategies will be devi which provide incentives
for maximum self-reliance food production in each Watershed Authority area.

Logisiation shall be cleveloped which specity how road, rail, and alr wansporiation networks will
be planned, constructed, and maintained In a manners consistent with sustainable development
geals of the Province and each Watershed Authority. |

Legisiation shall be developed which integrates urban land use contrais into comprehensive
Provincial and Watershed Authority land use strategies.

Legislation shall be developed that provides incentives for 1) ine energy soli-reliance of
Watershed Authority areas, 2) energy conservation, and 3) research and application of

renewable, alfemaie energy resources.

Legisiation shall be developed that protects and assists the interpretation of archa
cultural heritage sites as resources that have intrinsic and economic value.
