d. Financing: The purchase of parkland can be financed by one or a combination of more than one of the following: i 5% dedication upon subdivision: ii City wide Development Cost Charge. (Note: the amount currently charged for park is under review): ss ii Special Development Cost Charge for the Riverwood area: iv Developer provides all land ag 4 pre~condition for development (see comments on Section c, above). VIt In order to proceed towards facilitating the development of the Riverwood area Council could: a. Call for a Public Information Meeting on the Official Community Plan. If Council follows this strategy, all residents in the City will have an opportunity to provide opinions on the advisability to add these new neighbourhood to the City, without the discussion being centered on the greater or lesser benefits that any particular property could attain from the proposed development. . b. Call for a Public Information Meeting on the Official Community Plan and Local Area Plan. A Public Information meeting of this type will likely center much of the information on private interest of individual property owners, but will still provide sufficient opportunity for other citizens of the City to discuss broader policy items. Because the residents in the area have had sufficient information on the evolution of the plan, and may feel that a Public Information Meeting to deal only with the Official Community Plan "avoids the issues", this alternative "b" is recommended. c. Introduce an Official Community Plan Amendment Bylaw and call for a Public Hearing.
