a) On March 30, 1987 the Municipal Council established a rezoning freeze on the "Zocallo Lands" (Riverwood). This freeze was to remain in place until: i. A "Subdivision Control Bylaw" is prepared as part of the Official Commmity Plams and ii. An overall drainage plan is prepared and a financing scheme to implement it is adopted. A group of property owners in the area engaged Hamilton and Associates, to develop the "Riverwood Area Control Plan" for the City of Port Coquitlam. Hamiltons' instructions were to werk under the direction of the Municipality's Planner and Engineer. On March 1989 the Municipal Council approved the retaining of Urban Systeme and Stevenson Kellogg to assist in the preparation of a ‘Comprehensive Development Plan" for the North East Sector. This plan will deal with all servicing concerns for the North East Sector, including the Zocallo lands; completion is anticipated by July 1990. bd. Draft Riverwood Area Control Plan Hamilton and Associates hae recently completed a draft for the Riverwood Area Control Plan which is complemented by a number of technical memorandune dealing with transportation and Municipal services. The draft was prepared with assistance from the Parks and Recreation, Engineering and Planning Departments, the School Board, the Ministry of Environment and the Department of Highways. The draft, therefore, is supported by the Municipal staff. The text of the Area Control Plan, and some of its attachments dealing with infrastructure require some refinement.
