A series of methods have been developed for apportioning the costs. The first
two methods do not deal with changes to UBCM or the FCM Executive members'
costs.

1. Apportioning total costs of five "members at large" against all B.C. FCM
members.

This results in the $15,000 cost being allocated to the current 52 FCM
members in B.C. <A simple per capita assessment of $.007 was arrived at
and then applied to their populations.

Apportioning the costs against all 8.C. FCM members in two groups:

@ apportioning the costs of the “two "largest" municipal representatives
against the three qualifying municipalities (757,755.population).

) apportioning the three representatives’ costs against the remaining
49 FCM members in B.C. (1,379,789 population).

This results in a levy of $6,000 being borne on a per capita basis of
$.00792 for "Group A." The $9,000 cost for the other three directors

[Group B] would be $.00652 per capita.

A variation of this option is that the costs of the first group could
remain as under the current arrangements.

Apportioning the total costs of all representations (including the UBCM
representative) against all municipalities and regional districts in B.C.

This would result in $18,000 being allocated against all municipalities
and regional districts in 6.C. at a per capita rate of $.08. This is
approximately double the "cost" nmon-FCM members pay to UBCM for the UBCM
representative to attend FCM board meetings. [An alternative method of
apportioning these costs would be to use the sliding scale apportionment
that is used for UBCM dues distribution. ]

Apportioning cost on other basis.

Chart 1 shows some of the range of options.

ANALYSIS

These options are put forward without evaluation in terms of their viability,
acceptability or administrative ease, etc. They are merely for discussion
purposes following the last meeting with the 8.C. Caucus on this subject.

Discussions of implementation would mo doubt consider the ease of
implementing solutions that affect just the B.C.- FCM membership (e.g. Options

1 & 2).
