R#15-74 July 22nd, 1974 From the Health and Welfare Committee, July 15, 1974, advising that the Health and Welfare Committee had met cn July 15, 1974 and advised for Council's information that: 1. In connection with the Council policy regarding welfare payments to single employable persons that Mr. Schramm of the Department of Human Resources had given the following figures: a.) There are presently 32 single men and 20 single women receiving welfare assistance in the City of Port Coquitlam. b.) Eighteen of the 32 single men are classed as unemployable. c.) Twelve of the 20 single women are classed as unemployable. d.) This leaves a total number of single employable persons of 22 but approximately 7 to 10 of these are, because of age or other factors, not affected thus leaving approximately 8 to 10 men and 5 women affected by the Council policy. The report also pointed out that those persons affected are basically young people without any particular skills to offer the job market and that the present welfare allowance for a single person is $160.00 per month and that the single person is permitted to earn up to $50.00 per month before his allowance is reduced because of outside earnings. 2. Mr. Jack Homes and Mr. Ken Millard of the S.P.C.A. had attended the meeting and advised that the hiring of additional staff and a vehicle to patrol the City of Port Coquitlam had improved enforcement of the licencing provisions of the By-law with a marked decrease being noted in the number of complaints received and in addition, that Mr. Millard had sold over 360 dog licences during the course of his regular patrols. The report of the Health Committee was received for information. From the City Engineer, July 17, 1974 concerning Westgate Enterprises Ltd. Rezoning Application R#15-74 and bringing to the attention of Council that Westgate Enterprises Ltd. had on Monday, July 15, 1974 applied for a building permit for a 76 unit apartment building to be constructed at property located at 2986 Coast Meridian Road and pointing out that as amend- ments are underway to the present RM-1 and RM-2 regulations in our Zoning By-law that the Council may wish to act under Section 707 (1) of the Municipal Act to withhold issuance of a building permit for a period of thirty days uatil these zoning amendments are considered.
