THE PLAN Fraser Valley Regional Library: A Programme for Development 1. ‘Policy: The Board of Management will present to each member municipality, school district and regional district its Plan of Service predicated on the receipt of provincial aid as outlined in the LDC's Programme for Library Devel- Opment. On ratification by a majority of members, the Board will present the Plan to the Library Development Commission for approval and funding as a system. Governnent and Size: (a) The FVRL system will be governed by a Board of Management comprised of representatives from each municipality as prescribed in Section 47 of the Public Libraries Act and one representative from each of three regional districts. The present boundaries will be expanded to include Electoral Areas A, 5, C, D and E of Dewdney-Alouette Regional District, Electoral Area A of Central Fraser Valley Regional District and Electoral Areas A, B, Cc, D, E and F of the Fraser-Cheam Regional District. The electoral areas of the three regional districts will replace the rural areas of School Districts 33, 34, 36, 75 and 75 as members of the library system. The electoral areas will be represented on the Board of Management by one electoral area appointee from — each regional district board. Composition of the Board of Management will be changed from representatives of 17 municipalities and five school districts to representatives of 17 municipal- ities and thcee regional districts. Finances: The new FVRL system will receive sufficient funds to | Support its service program in an endeavour to reach at least the minimum level required by LDC Standards for Integrated Library Systems. > by local taxation and provincial aid: - {a) Local taxation - = Taxation from municipalities and Yegional districts in ratio of their respective assessments. Page 4 {b) Provincial aid - As outlined in the LDC's Programme for Library Development there will be establishment grants, operating grants and special grants available to integrated library systems. These are listed briefly: 1. Establish t Grants {a) Resource Centre grant of $1.00 per capita (b) Headquarters grant of $2.00 per capita (c) Building grant of $150,000 (da) Expansion grant of $2.00 per capita for populaticn of new areas joining an existing system, Operating Grants (a) Basic grant of $10,000 (b) General operating grant based on LDC formula (c) Area grant of 50¢ per square mile up to 50,060 square miles, Special Grants (a) To support approved projects Structure and Service (a) Headquarters - This centre for administration, processing and distribution will be in a geographically central location in the Fraser Valley. Its role will be to serve branches in a wholesale-retail relationship, to maintain mobile library services and to provide a mail service to people in remote areas or to people who are unable to use library outlets because of infirmity. Resource Centre - This centre, a departure from FVRL practice, will be a large branch in Surrey with the purpose of housing the system's main reference collection, the system's main audio-visual collection and a large collection of books. - The reference collection of some 5,000 titles and the film collection of about 1,200 prints will be moved, along with staff, from Headquarters to the Resource Centré to make these system resources available to more peopie. In addition to serving the needs of its own community, however, the Resource Centre will be open and available to every resident of the system area. In accordance with LDC Standards, the Resource Centre will be the largest library in the system. Standards require it to house a comprehensive collection of at least 50,000 volumes of currently useful adult ron- fiction, at least 206 periodical titles, 3,000 discs, tapes and cassettes, and 500 films.
