: ¢ THE WESTERN CANADIAN LUMBER WORKER 1st Issue March, 1966 FULL TIME JOB The need for a full time Minister of Labour was vig- orously urged by trade union- NDP members when Labour Minister Peterson’s estimates were before the Legislature March 17-18. A sharp debate over a wide range of labour problems delayed passage of the estimates for three full sittings. The portfolios of Education _ and Labour, when-placed un- der one Minister, has led to neglect of labour’s problems, with consequent unrest, it was contended by NDP mem- bers. CRITICIZED The Minister’s administra- tion of the Labour Relations Act was severely criticized, mainly because of employer violations, usually overlooked or glossed over. More vigor- ous curbs on unfair labour practices by employers was advocated. The indiscriminate use of injunctions to restrain legiti- mate strike action was vigor- ously condemned by trade unionists in the House. Alex Macdonald (NDP-Vancouver East) proposed necessary amendments to the Trade Unions Act to limit the use. of the courts by employers for strikebreaking purposes. He also advocated that the importation of strike break- ers should be outlawed. Trade union members Rae Eddie, John Squire and R. M. Strachan, Leader of the Opposition, were highly criti- cal of the manner in which HANEY BD) PORT ALBERNI BUSINESS GUIDE the Minister had appointed the Labour-Management Committee to deal with prob- lems of technological change. The terms of reference were not clear, and the pow- ers of the Committee were left unstated, they said. When queried, the Minister was un- able to report when the Montagu survey of B.C. in- dustry would be made avail- able. The problems of workers on -the PGE and government ferries were aired, but with- out any satisfactory assur- ances that the Department would act to redress the nu- merous grievances causing constant complaint. The government’s restric- tive legislation was again re- ferred to as a major cause of labour unrest. This prompted Premier Bennett to threaten that more would be heard about the proposed 48-hour work stoppage last November which he blamed on the New Democratic Party. REPORT Legislation to implement the recommendations of the Tysoe report on Workmen’s Compensation was demanded. The Minister replied that more time would be required for preparation of the neces- sary legislation. The debate clearly indi- cated that Jabour’s most pressing problems get scant consideration in government circles.
