We consider that the low tender is in order, and the tenderer is capable
of properly completing the work. We therefore recomend, subject to your
review of project funding, that the contract for Pitt River Road Improve~
ments, Project No. 900-88, be awarded to Bel Construction Ltd. We
enclose a draft Notice of Award which should be issued on your jettere
head, should you concur with our recommendations.
