Participation in G.V.R.D. Services

RECOMMENDATION: That City Council! advise the G.V.R.D. Board that Port
Coquitlam wishes to opt out of cas sharing for

Electora! Area Planning.

COMMENTS:

In changes made to the Municipal Act during July 1983, the Minister of
Municipai Affairs revised procedures for financing of planning in
unincorporated. areas. The new procedure established by the Minister is
that municipalities must inform the regional district in’ which they are

contained by October |, if the municipality wishes to opt out of.

contributing to planning for electoral areas. The Municipal Act does
‘not make provision for permanently opting out but rather obliges
municipalities to advise the regional district each year of their

decision.

In view of the revised Municipal Act procedures, this report is
recommending that City Council advise the G.V.R.D. Board that Port
Coquitiam wishes to opt out of participating in financing ptanning for
unincorporated areas during 1985 budget year.
