- THE CORPORATION OF THE CITY OF PORT COQUITLAM ~2- ITEM II - Continued The attached revised schedule 6 shows how the subsidies could be amended so that there is an equal 20 percent subsidy in all areas. This has the effect of reducing the subsidy in areas 1, 4, and 5 and increasing the subsidy in areas 2 and 3, The overall City subsidy for all areas over a ten year period totals $288,670.00 under the revised charges. The Committee recommends that the revised schedule 6 be adopted as shown. It is not necessary to revise the by-law at this time. Upon approval, the revised schedule 6 will be sent to Victoria and considered in conjunction with the whole by-law. If everything is satisfactory, tentative approval will be given by Victoria and the City can then rescind third reading of the old by-law and give third reading to a new by-law with the appropriate figures. ITEM III Re: Replacement of Watermain on Argue Street The watermain on Argue Street consists of a 1 1/2-inch galvanized main which is in similar shape to the main on Yukon discussed in last Mondays Budget Committee. Improvement te this main on Argue were not considered for ‘he 1979 Budget because of the eminent construction of the Mary Hill By-Pass which cuts across one corner of Argue Street. It is becoming evident, however, that something must be done in order to provide residents with an adequate and consistent supply of water. The choices are to install a main large enough to provide for future development in the area at a cost of about $20,000.00 or greater, or to provide a small diameter plastic pipe sufficient for the needs of this time at a cost of about $6,000.00 and to leave the future requirements to future development. The Committee recommends that a 2-inch diameter plastic pipe be installed at this time to replace the old main at a cost of about $6,000.00. . The Committee also reconsidered the proposed construction on Yukon Avenue as approved in the Water Utility Budget and also recommends that this be’ constructed as a 2-inch diameter plastic pipe at this time, with future watermain sizing to be done by future development. The funds provided in the Budget would then be more than adequate to construct the main on Yukon plus the main on Argue. Tf Council approves these recommendations, the Engineer requests authority to proceed with these projects prior to formal approval of the Budget in order to solve the problems which are now occurring with these mains. ITEM 1V Re: Pedestrian Safety Rail at B.C. Tel Building The Committee has received a report of a hazard to pedestrians in stepping into the lane from behind the B.C. Tel building. Visibility is restricted because the building comes right out to the lane and pedestrians crossing to the library are hidden until they step out. [Bavas
