April 17th, 1978 ‘Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the City Administrator be instructed to investigate the possible use of the old Library building by the PoCoMo Boys' and Girls' Club, on a temporary basis; AND THAT other suitable locations be explored for use on a permanent basis, including the possible use of a City-owned house or local school premises. Carried. Alderman Thompson voted against the resolution. Prior to passage of the foregoing resolution the Fire Chief indicated that none of the buildings proposed during the discussion of this subject met with the standards of the Fire Marshals Act or the National Building Code for buildings to be used for public assembly and considerable costs would be involved in bringing them up to standard. The City Clerk advised that a delegation was in attendance with respect to the proposed pedestrian bridge over the Coquitlam River. Mr. Delegation re Coq. River Don Taylor, 2154 Patricia Avenue spoke on behalf of those present and . Pedestrian Bridge. advised that they were in attendance to show their continued interest in the matter and had no comments to make at this time. Alderman Mabbett introduced a report from the Assistant City Engineer dated April 17th, 1978 which summarized three estimates received respecting construction of a pedestrian crossing at the Patricia Avenue alignment and commented briefly on the three alternatives, i.e. steel truss, steel girder and concrete girder construction, and indicating that the estimated cost of either of the two 'girder' bridges would be just over $100,000. Alderman Keryluk requested clarification as to the availability of funds through short term and/or long term borrowing and inquired if construction was approved, would any of the funds be required from this year's Budget. The City Administrator advised that before any Contract could be awarded, the source of funds must be identified and outlined the three alternatives avallable; namely, out of the current Budget - perhaps over a 2 to 3 year period; from a referendum to authorize borrowing; by emergent short term borrowing, which is limited by Statute and requires approval of the Ministry of Municipal Affairs. Alderman Ranger referred to an earlier report from the former City Engineer relative to the possible construction of a vehicular bridge at the Lincoln Avenue alignment and indicated that
