Relations May Send Articles to War) * a * * Prisoners Under New Coupon System Ottawa, Feb, 15:—The British war office has sanctioned the sending of one parcel each three months to prisoners of war other than officers interned abroad. The parcel must be despatéhed through the postoffice by the relative of friend of the prisoner and must bear a coupon. The next-of-kin has first right to the coupon and can designate to whom it may be given if they do net wish touse it.
