Mayor L.M. Traboulay and Councillots M.D. Gates, MJ. Gordon, J.J. Keryluk, W.W. Stewart, R.H. Talbot, and M.A. Thompson were in attendance. Also in attendance were City Administrator T.M. Chong, City Clerk 5S. Rauh, City Treasurer/Deputy Administrator J.G.S. Maitland, City Engineer LR. Zahynacz and Planner C.F. That the minutes of the Public Hearing and Regular Council Meeting of October 24th, 1994 and Special Council Meeting of November 7th, 1994 be taken as read and adopted. Carried, PROCLAMATION: “Whereas the citizens and communities of British Columbia have rights and responsibilities as raembers of a global community, and Whereas citizen participation in decision-making is necessary to ensure that the principles of social justice and equality are upheld, and Whereas a co-operative and collaborative approach to promoting the well-being of all citizens and communities is desirable, and Whereas planning and research are an integral component of developing programs and policies to meet community needs, and Whereas many organizations and individuals have committed themselves to promoting the social, cultural, economic and environmental well-being of our citizens and communities through research, planning, education, and community involvement, and ‘Whereas it is desirable that the Government of British Columbia acknowledge, support and encourage the efforts of these organizations and individuals who work to promote the well-being of British Columbia’s citizens and communities, and Whereas the Government of British Columbia has recently passed legislation which empowers local governments to undertake social planning and to include social policies in community plans, and Whereas our Lieutenant Governor, by and with the advice and consent of the Executive Council, _ has been pleased to direct by Order in Council in that behalf that a Proclamation be issued ‘designating the week of November {3 to 19, 1994, inclusive, as "Social Planning Week" in the Province of British Columbia; ' Oo ;
