That Rowland Park be closed to the use of the public, from 10:00pm to 9:00am each day during the months from April 1 to September 30 of each year. 2. That Rowland Park be closed to the use of the public from 8:00pm to 9:00am each day during the months from October 1 to March 31 of each year. BACKGROUND & COMMENTS: The Parks and Recreation Committee have received numerous complaints about the noise at the lacrosse park and at the playground equipment at Rowland Park. Apparently there is activity in the lacrosse box and on the swings until the early moming hours, in particular during the summer months when the evenings are warm and light. Currently the Park Control Bylaw No. 1146 closes all parks to the public from 11:00pm to 6:00am each day. It is recommended that hours of use for the public at Kowland Park be reduced and that there also be a difference for the summer months and the winter months. It is being recommended that the park not open until 9:00am and that the closure, during the summer months, be 10:00pm and in the winter months 8:00pm. |
