That this application be approved to preceed for rezoning from A-1l (Agricultural) and P-1 (Public Institucional) to RM-4 (Apartment) under Section 963 of the Municipal Act subject to: Completion of a design to the satisfaction of the Director of Planning; Satisfaction of Engineering Department requirements; Submission of landscaping plana to the satisfaction of the Parks & Recreation Department;. Satisfaction of Building Departrent concerns; Satisfaction of Fire Department concerns; Issuance of a Development Permit; Registration of a "no-build" covenant against the remaining portion ef the site that will not be developed at this time; and The project being subject to the 1993 rates for Development Cost Charges. That the Planning Department be authorized to draft Development Permit No. 101/92: and 3. That the Mayor and Clerk be authorized to sign the documents when completed subject to the conditions noted above. BACKGROUND: This resoning and development permit application is for the first phase of a@ proposed three-phase multi-family residential project on a 1.87 acre parcel fronting on Pitt River Road with accese from Rindall Avenue and Rowland Street. The site is presently zoned both A-1 (Agricultural) and P-1 (Public Institutional) and is designated as "Apartment" in the 0.C.P.
