1. For the purposes of this section, the following definitions shall apply: , “Natural Boundary" - means the visiblo high-water mark of any lake, river, Stream or other body of water where the presence and action of the water aXe so common and usual, and so long continued in all ordinary years, as to mark upon the soil of the bed of the lake, river, stream, or other body of water, a character distinct from that of the banks thereof, in respect to vegetation, as well as in respect to the nature of the soil itself. "Watercourse" — is any natural or man-made depression with well-defined banks and a bed two feet or more below the surrounding land serving to give direction to a current of water at least six months of the year or having a drainage area of one square: mile or more.or as required by a designated official of the ‘Ministry of the Environment of the Province of British Columbia. “Notwithstanding any other provisions of this by-law, no building or part thereof shall he constructed, reconstructed, moved or extended, nor shail ‘any mobile home or unit, modular home or structure be located: (a) with the underside of the floor system of any area used for habitation, business, or storage of goods damageable by £lood-_ waters, or in the case of a mobile home’ ox unit the ground level on which it is located, lower than two (2) feet above the defined one in two hundred (200)-year flood level for the Fraser, Pitt and Coquitlam Rivers, nor lower than five (5) feet above the natural boundary of any other nearby water- course, whichever elevation is the higher. within one hundred (100) feet of the natural boundary of the Pitt, Fraser and Coquitlam Rivers, nor within fifty (50) feet of the natural boundary of any other nearby watercourse. If landfill is used to achieve the required elevation, no-° portion of the landfill slope shall be closer than the above distance(s) ‘from the natural boundary, and the face of the landfill slope “must be adequately ‘protected against erosion from floodwaters. - Provided, that with the approval of the Deputy Minister of the Environment, or his designate, these requirements may be reduced." . We suggest these requirements be applied to those arezs of the City zoned’ Agricultural, bordering the Pitt, Fraser and Coquitlam Rivers. We might also mention that 200-year profiles are now available for the Pitt,. Fraser and Coquitlam Rivers, Recently completed floodplain mapping for the Coquitlam River is also available. Once this new Base Zoning By-law is adopted, we would “greatly appreciate xeceiving a copy to update our reference files.
