A6 - The Terrace Standard, Wednesday, November 27, 2002 Show us the money first, says MacPhail NDPer unsure of Olympic vote need PROVINCIAL OPPOSI- TION leader Joy MacPhail isn't convinced yet of the need for a referendum to tesl taxpayer acceptance of the Olympic bid. “It would be absolutely meaningless if the govern- ment hides the facts,” MacPhail said recently. Instead, she’s encoura- ging people to phone their. MLAs. : “They'd be the ones to hear if it is a good idea or a bad idea,” MacPhail said. The NDP leader ack- nowledged that it was her party, while it was in District is By JENNIFER LANG THE SCHOOL district has unveiled its fatest ac- countability contract but don’t expect it to remain unchanged for long. Superintendent of schools Randy Smali- brugge said the account- ability contract will be al- tered and amended as ne- cessary throughout the school year - and beyond. The contract, which isn’t signed by the mini- stry, despite what school districts were led to be- lieve last year, sets out the district’s major goals and outlines how those goals will be met. Smallbrugge said the accountability contract will be updated over the course of the ‘year, as feedback from across the district comes in. “We are in a state of transition,” Smailbrugge said. “This is a living do- cument,” Next year the contract | will reflect goals recom- mended by school plan-. ning councils, which are still new to the district. Smallbrugge said the latest version, which had to be submitted to the ministry at the end of Oc- tober’~ months earlier than’ the February deadline set’ for last year’s contract ~ looks very similar to the first one. For example, the’ dis- trict’s pledge to improve reading and numeracy skills by five per cent across the district by 2005 remains intact. But there are more de- tails. ; For instance, the goal is to improve the proportion of Grade 1 to 10 students who meet or exceed ex- pectations for their grade in literacy and numeracy based on the foundation skills assessment, the edu- cation ministry’s an annual snapshot of basic skills for Grades 4, 7 and 10. The clock started tick- ing this fall, with a dead- line set at spring 2005, giving the district three school years to meet the goal. The district has also promised to improve how well high school students perform on provincial exams. Mr: Campbell is saying there will‘be $1 bil- lion in tax revenue and $10 billion in- economic activity.” .: “We just want some one to tell us know what the numbers are — an inde- pendent assessment from the Auditor General,” said MacPhail. “Mr. Campbell is all over the map.” MacPhail is also wor- ried about the cost esti- mates, which vary widely depending upon whether direct costs are. listed or whether secondary items, such as spending $600 million to fix the road to _ Whistler are included. “Give the taxpayers the figures so they can deter- mine it for themselves,” she said. “Would it make sense to spend the money there or perhaps someplace else. We need to know.” MacPhail’s comments now accountable graduation and retention rates in the district. All schools in the dis- trict will also start initia- tives aimed at improving student ‘social responsibil- ity. This goal refers to ac- cepting diversity and being tolerant, as wel! as the areas of problem-solving and conflict. The district also wants to increase siu- dent contribution to the classroom and community. This year’s accountabil- ity contract also explains what type of evidence the district will use to deter- mine how well its meeting these goals. In Terrace, MacPhail met with the Action Coali- tion of Terrace, the group formed earlier this year to oppose government cuts to services and to jobs. One of only two NDP MLAs in the legislature — the other is Jenny Kwan - MacPhail admitted she is in a challenging position. MacPhail’s been con- centrating on heaith care while Kwan has addressed pending changes to how seniors are cared for in a planned expansion of as- sisted living spaces. She accuses Premier Gordon Campbell of crea- ling a crisis in health care financing by bringing in tax cuts which she says are primarily aimed at high income earners, Joy MacPhail “Health care is so im- portant to rural communi- ties and seniors,” said MacPhail. “People will start leaving because of a lack of health care re- sources for acute care, hospitals and doctors.” MacPhail said she ra- ther have money going to health care than to receive il in the form of a personal tax cut, . . daretodtéam eon ris Annual General Meeting of the Dare to Dream Foundation will be held Sunday, December 15, 2002 at 4:00 p.m. in the Terrace Public Library Meeting Room.
