This year is important as Programme cadre de francais will celebrate its 16th year of existence. Programme cadre de francais was created in 1979. At that time, 250 pupils were registered in 9 school districts. Since then, the Programme has developed against all odds and today 2700 pupils are registered in 25 school districts. It goes without saying that if the Programme had received the necessary support from the School Boards, its clientele could be twice as much today. In fact, many difficulties were encountered by parents to obtain services such as transportation, learning assistance, Frenchifying, or resources such as teachers, auxiliary teachers, adequate facilities. The above added to the absence of promotion by the School Boards, were all factors slowing down the development of Programme cadre de frangais. But, with the parents strenuous work, their persistence, their conviction as well as their commitment, the Programme ’ view of supporting the While we wait for the Court ruling, we will focus our energy on the development of the quality of education for pupils enroled in Programme cadre de francais. however flourished. Let us imagine what the same parents could have done if they had more control on the fate of Programme cadre... A.P.F.C.B. is asking for the creation of a French School Board to obtain that control. Supported by aresolution passed at the Annual General Meeting, the Association reopened the action taken in 1989 against the Government of British Columbia. The case is now in the hands of the Association’s lawyers. We have the complete support of the Federal Government. Furthermore, Dr. Victor Goldbloom, Commissioner to Official Languages, has submitted, and obtained, an intervenor status in the matter, in issues raised in the action by francophone parents. While we wait for the Court ruling, we will focus our energy on the development of the quality of education for pupils enroled in Programme cadre de frangais, which is an education that will answer their specific needs, especially on linguistic and cultural 10 levels. We will talk about Why? a school management instead of talking about How? which will be determined by the Court. In this edition we reproduce, in French, an extract from the bulletin of the Association des parents francophones de 1’Alberta where the 10 main advantages of school management for the province are enumerated.
