Demolition of buildings for
training purposes.

RECOMMENDATION :

That the Port Coquitlam Fire Department be allowed to
use buildings that are up for demolition, for training purposes,
after legally receiving permission from the owner.

BACKGROUND & COMMENTS:

’ From time to time, buildings come up for demolition,
some because of a fire and some to be demolished because of age or
re-development. There are many evolutions in fire fighting that
cannot be practiced because there.is no such facilities on the lower
mainland. At one time, we sent our firefighters to a school at the
old Boundry Bay Airport: which was operated by the Navy, this has
since been stopped.

; The intention is not to burn the building for the
owner, but to use the building to carry out such exercises as smoke
control, ventilating and searches in a smoke filled room using self
breathing apparatus. Some of our younger firefighters have not had
the opportunity to operate in a simulated fire condition.

We have a document used by the District of North Van,
Fire Department that when signed by the owner absolves all liability
from the Fire Departnient. We would use a similar document for our

Department.
