4. Crews would work a flexible work day based on a modified task system. Crews would be finished for «he day when all crews have completed their routes and there would be no reduction in pay if the hours of work are less than eight hours per day providing that the task has been completed. There would be no increase in pay if the work takes more than eight hours. 5. Because the proposal includes a task system which allows drivers to go home early, overtime cannot be calculated in the normal way. The task system lends itself to have over- time paid on the basis of a fixed amount of work rather than a time basis. Therefore overtime will be calculated on the basis of weight picked up above an average of 12 tons per day over one week. Overtime will be paid on the basis of one-half hour for each 0.9 ton above the basic 12 tons per day per crew. Each person on the crew would be paid for the overtime. 6. Notwithstanding paragraph 5, overtime which is required for reasons other than those involving the task system and for work on holidays will be treated according to the pro- visions in the current Collective Agreement. 7. The City retains the right to set routes, pickup zones and assign crews to routes but aqrees to make every effort to ensure that the routes are equivalent in terms of time and weight. A system of rotation of crews over the routes is acceptable in order to even out any inequities in the routes. 8. The City will undertake that there are no layoffs as a direct result of the charge to two-man operation and imple- mentation of the change~over will be along the following lines: (a) The City will require six Driver-Swampers plus two men in reserve who can take over the job of Driver-Swamper when required. (b) Present garbage truck drivers will be given the first opportunity to be reclassified as Driver~Swampers. Present Swampers will be given the first Opportunity to apply for training to the classification of Driver-Swamper. The City will provide training for enough men to fill the remaining positions and backup reauire~ ments. Applications for training will be accepted according to seniority. 9, The agreed rate for the new classification of Driver-Swamper is $7.68 per hour, 1978 rates.
